Bread Flour substitutes
The best substitute for bread flour is all-purpose flour + vital wheat gluten: Per 1 cup: measure 1 cup all-purpose flour, remove 1 tsp and replace it with 1 tsp vital wheat gluten; whisk well. Lifts the effective protein to bread-flour level, which is the entire difference between the two flours. Whisk it in thoroughly or you get tough streaks.
Why it matters. High-protein flour, roughly 12 to 14 percent, so it forms a strong gluten network that traps gas and gives bread its chew and rise. Use a soft flour instead and a loaf spreads rather than domes.

UK strong white bread flour

All-purpose flour

Only a couple of protein points lower, so a loaf still works, but with less chew, a softer crust and a slightly lower rise. It absorbs less water, hence holding some back.
Bread-grade Italian 00 flour

Only if it is a 00 at 12 percent protein or more. Pizza-grade 00 makes superb dough; a soft pastry-grade 00 will collapse.
All-purpose flour with extra kneading and a cold rise

Time and mechanical work develop more of the gluten that is already there, which partly compensates for the lower protein. It never fully matches bread flour, but the crumb improves noticeably.
Part whole wheat flour

Whole wheat has plenty of protein, but its bran physically cuts gluten strands, so a full swap gives a dense, squat loaf. Half is the practical limit.
Part fine semolina

Keeps the structure role.
Durum is high in protein but its gluten is less elastic, so the crumb turns denser and slightly yellow. Good in a rustic loaf, wrong in a soft sandwich tin.
